Onshore, nearshore or offshore for a UK company? Hourly rates, time zones, UK GDPR transfers, the R&D tax overseas rule and NHS data rules compared.

Short answer. For a UK company, an offshore team (India, the Philippines, Vietnam) has the lowest hourly rate but a 4–8 hour time difference and extra data-protection steps. A nearshore team (Poland, Romania, Portugal, Ukraine) costs more, overlaps most of the UK working day, and inside the EU is covered by UK data adequacy. A UK (onshore) team costs the most per hour but is easiest to manage, keeps R&D tax relief claimable and fits NHS and public-sector data rules. Compare the total cost of getting the product live, not the hourly rate.

This guide is for founders, CTOs and operations directors deciding where to build software. It compares rates, time zones, data protection, tax and management overhead, and says when each option makes sense, including when it is not us.

How much does each option cost per hour?

Country-by-country rate tables online are mostly vendor marketing. The figures below come from two sources we can name: Accelerance's 2026 rates guide for outsourcing regions (in US dollars) and Magora's own UK market analysis (in pounds).

Accelerance figures are regional ranges from its 2026 Global Software Development Rates & Trends Guide summary (published November 2025); Accelerance reported rates falling 4–8% year on year. Magora figures: UK software development pricing, 2 November 2026.

The rate is only one line of the budget. The others are product ownership and QA time, the hours your own staff spend managing the team, rework from misunderstood requirements, and the tax and compliance effects below. A quote that is 50% cheaper per hour is not cheaper overall if the project takes twice as long or ships with gaps.

Time zones: how much of your day overlaps?

Portugal0 / 0Full day
Poland+1 / +1Most of the day
Romania, Ukraine+2 / +2Most of the day
Egypt+2 / +2Most of the day
Pakistan+5 / +4Morning only

Philippines+8 / +7Little or none, unless the team works late

Calculated from the IANA time zone database for 2026. Daylight-saving rules can change, so check before planning a schedule.

Overlap matters most in the first months, when requirements change daily, and during incidents. Teams in Asia often work a shifted day to overlap with the UK, which works but should be in the contract, not assumed.

UK GDPR: where can your data go?

If developers or support staff abroad can access personal data, that is likely to be a restricted transfer under UK GDPR, even if the data is hosted in the UK.

LocationUK adequacy?What you need
EU and EEA (Poland, Romania, Portugal and others)YesNormal processor contract and controls
Ukraine, India, Pakistan, the Philippines, Vietnam, EgyptNoThe ICO's International Data Transfer Agreement or the UK Addendum to the EU clauses, plus a transfer risk assessment

The practical answer for many projects is to keep production data in the UK or EU and give developers outside it only anonymised or synthetic test data.

NHS and public-sector projects

For health and care software, offshoring is more than a contract question. NHS England's guidance on off-shoring and public cloud says NHS and social care data may be hosted in the UK, the EEA or a country deemed adequate by the UK; elsewhere needs specialist advice, and the organisation's SIRO, DPO and Caldicott Guardian must be satisfied. It treats remote access by offshore support staff as a risk to assess. Individual NHS procurements can go further and rule out offshore hosting or access.

NHS buyers also check where data is stored and processed in DTAC, and your DSPT covers your suppliers. If the NHS is your market, see our DTAC guide before you choose a delivery model.

R&D tax relief: the overseas restriction

For accounting periods beginning on or after 1 April 2024, payments to contractors and externally provided workers for R&D carried out overseas generally do not qualify for R&D tax relief. "Overseas" means outside the UK, so EU nearshore teams are caught too. The exception is narrow: the conditions needed for the R&D must be absent from the UK. HMRC says the cost of the work and the availability of workers are not accepted as reasons, and its own software examples fail on exactly those grounds.

If your project includes genuine R&D, the saving from a cheaper overseas team can be partly or fully cancelled by the relief you lose. Our guide to R&D tax credits for software development explains the rules and the maths.

When each option makes sense

  • Offshore fits well-specified, stable work with low data sensitivity and a strong in-house product owner: maintenance, QA, porting, large backlogs.
  • Nearshore fits teams that want a lower rate but daily collaboration, especially inside the EU where data transfers are simpler.
  • UK onshore fits new products where requirements are still moving, regulated data (health, finance, public sector), R&D-heavy projects and buyers who need English-law contracts and a team they can meet.
  • Hybrid keeps product ownership, architecture and data access in the UK and places well-defined workstreams elsewhere.

Questions to ask any supplier, wherever they are

  1. Who exactly will work on my project, where are they, and are they employees or subcontractors?
  2. Where will my data be hosted and from which countries can it be accessed?
  3. Who owns the code and IP, and when does it transfer?
  4. How many hours a day will the team overlap with mine, and who is my product owner?
  5. What is included in the price: QA, product ownership, DevOps, support after launch?

Frequently asked questions

What is the difference between onshore, nearshore and offshore software development?

Onshore means a team in your own country, for a UK company a UK team. Nearshore means a team in a nearby country with a similar time zone, for the UK usually elsewhere in Europe. Offshore means a distant country with a large time difference, such as India, the Philippines or Vietnam.

Is nearshore cheaper than a UK team?

Usually, on the hourly rate. Accelerance's 2026 rates guide puts senior European outsourcing rates at about $64–76 an hour and Asian rates at $31–41, while UK product-engineering houses charge about £45–90 an hour. The total cost also depends on management time, rework, the overseas R&D tax restriction and data protection work.

Can offshore developers work on UK personal data?

Yes, but a transfer or remote access from a country without UK adequacy, such as India, the Philippines or Ukraine, needs a safeguard such as the ICO's International Data Transfer Agreement and a transfer risk assessment. EU and EEA countries such as Poland, Romania and Portugal are covered by UK adequacy.

Does offshore development affect R&D tax relief?

Yes. For accounting periods from 1 April 2024, payments to contractors and externally provided workers for R&D done overseas generally do not qualify. Cost and availability of workers are expressly not accepted as reasons. EU countries count as overseas too.

Can NHS data be accessed by an offshore team?

NHS England guidance allows NHS and social care data to be hosted in the UK, the EEA or a country deemed adequate by the UK. Other locations need specialist advice and sign-off, and remote access by offshore support staff is flagged as a risk. Individual NHS buyers may be stricter.

How much does a UK software development team cost?

At Magora, a developer costs from £49 an hour (about £390 a day) and a full team with QA and product ownership £65–70 an hour. A first release (MVP) costs from £10,000 in 6–8 weeks and a full production system £25,000–£60,000.
